The Office of Science and Technology Policy (OSTP) has responsibility, in partnership with the Office of Management and Budget (OMB), for advising the President on the Federal Research and Development (R&D) budget and shaping R&D priorities across those Federal agencies that have significant portfolios in science and technology. OSTP also has responsibility—with the help of the National Science and Technology Council (NSTC), which is administered out of OSTP—for coordinating interagency research initiatives. It is OSTP’s mission to help develop and implement sound science and technology policies and budgets that reflect Administration priorities and make coordinated progress toward important national policy goal.

SUMMARY: The Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act) is the principal authority governing federal emergency and disaster response in the United States. The act authorizes the President to issue three categories of declaration: (1) major disaster, (2) emergency, or (3) fire assistance declarations in response to incidents that overwhelm the resources of state and local governments. Once a declaration is issued, a wide range of federal disaster assistance becomes available to eligible individuals and households, public entities, and certain nonprofit organizations. Disaster assistance authorized by the Stafford Act is appropriated by Congress and provided through the Disaster Relief Fund.
Emergency declarations supplement and promote coordination of local and state efforts such as evacuations and protection of public assets. They may also be declared prior to the impact of an incident to protect property, public health and safety and lessen or avert the threat of a major disaster or catastrophe. Major disaster declarations are issued after an incident and constitute broader authority to help states and localities, as well as families and individuals, recover from the damage caused by the event. Fire assistance declarations provide grants to state and localities to manage fires that threaten to cause major disasters.
Recently there has been discussion that the Stafford Act should be amended to include a fourth category, generally called a “catastrophic declaration.” If approved, catastrophic declarations could be invoked for high-profile, large-scale incidents that threaten the lives of many people, create tremendous damage, and pose significant challenges to timely recovery efforts.
This report examines concerns expressed by policymakers and experts that current Stafford Act declarations are inadequate to respond to, and recover from, highly destructive events, and presents the arguments for and against amending the act to add a catastrophic declaration amendment. This report also includes data analyses of past and potential disasters to determine what incidents might be deemed as catastrophic, and explores alternative policy options that might obviate the need for catastrophic declarations.

White House Cyber Space Policy Review: Assuring a Trusted and Resilient Information and Communications Infrastructure
The President directed a 60-day, comprehensive, “clean-slate” review to assess U.S. policies and structures for cybersecurity. Cybersecurity policy includes strategy, policy, and standards regarding the security of and operations in cyberspace, and encompasses the full range of threat reduction, vulnerability reduction, deterrence, international engagement, incident response, resiliency, and recovery policies and activities, including computer network operations, information assurance, law enforcement, diplomacy, military, and intelligence missions as they relate to the security and stability of the global information and communications infrastructure. The scope does not include other information and communications policy unrelated to national security or securing the infrastructure. The review team of government cybersecurity experts engaged and received input from a broad cross-section of industry, academia, the civil liberties and privacy communities, State governments, international partners, and the Legislative and Executive Branches. This paper summarizes the review team’s conclusions and outlines the beginning of the way forward towards a reliable, resilient, trustworthy digital infrastructure for the future.

With the appointment of the new Director of National Intelligence (DNI) James R. Clapper, we have a unique opportunity to apply a new approach to conveying national security information to the Commander in Chief. DNI Clapper is often described as the father of Geospatial Intelligence (GEOINT). In an earlier job, DNI Clapper coined the term Geospatial Intelligence, and even renamed and reorganized an intelligence agency around the concept. This was not to establish yet another intelligence “stovepipe”, but to provide an integrative framework for all intelligence and operational national security information. Under his watch, it became common to hear every speaker in the national security community say things like “All Actionable Intelligence Exists in Space and Time” — a truism that has become accepted wisdom by all national security professionals. The map became accepted as the common frame of reference for all national security knowledge.
